Jakarta – On Friday, November 20, 2020, there was an announcement of a 4 ministerial decree regarding the guidelines for implementing learning in the even semester of 2020/2021 which was broadcast live on the Indonesian Ministry of Education and Culture’s Youtube. The speakers at the event were: Muhadir Effendy – Minister for Human Development and Culture of the Republic of Indonesia, Nadiem Makarim – Minister of Education and Culture, Fachrul Razi Minister of Religion, Terawan Agus Putra-Minister of Health, Tito Karnavian Minister of internal Affairs, Doni Monardo – National Disaster Management Authority. After evaluating, one must be aware of the negative impacts that will be obtained if face-to-face learning is not carried out. Some of the impacts are the threat of dropping out of school, barriers to growth and development, psychosocial pressure and domestic violence. He added that the determination of the learning policy should focus on the regions to suit the context and needs. According to him, it is not the central government that knows best about the conditions and safety of COVID-19 in their regions.
In addition, this decision making must have 2 basic principles, namely first the health and safety of students to the community and secondly the growth and development of students and psychosocial conditions are also a consideration for this decision making. Starting today, the government is making policy adjustments to give full authority to local governments / regional offices / Ministry of Religion offices to determine the granting of face-to-face learning permits. The granting of this permit can be done simultaneously or in stages depending on the readiness of each region in accordance with the evaluation of the regional head regarding which ones are ready and which are not also the readiness of the respective schools. This policy applies from the even semester of the 2020/2021 school year in January 2021. Regions who wish to do face-to-face meetings must improve their readiness from now on. The first process of granting permission to carry out face-to-face meetings is starting in January 2021 there are 3 parties determining whether or not a school can be opened, namely the local government / regional office / Ministry of Religion office, the principal and parent representatives through the school committee. Face-to-face learning is allowed not required, the decision remains from the local government.
